Tie off or you better have the paper work required to back up what your doing. As with most governing bodies osha has some very specific requirements regarding how where and when tie off systems and other safety measures must be used to help create a safe working. Install warning lines no closer than 5 feet inside the roof edges and at a height of 34 to 45 inches. It replaces the old directive which allowed contractors to not tie off on certain things like setting trusses.

In regards specifically to roof fall protection the 1910 standard specifies for low slope roofs that when work is performed less than 6 feet 1 6 m from the roof edge the employer must ensure each employee is protected from falling by a guardrail system safety net system travel restraint system or personal fall arrest system. A toprail between 39 and 45 inches from the working level raised as necessary to account for workers using stilts or otherwise working in an elevated location above the work surface see 29 cfr 1926 502 b 1. That all changes in june when this new directive goes into effect. Basically everyone falls under osha 1926 standard now.
